<白白稱義>11/24-11/30/14

 

 

 

 「因為世人都犯了罪,虧缺了神的榮耀,如今卻蒙神的恩典,因基督耶穌的救贖,就白白地稱義。」(羅馬書 3:23-24)

 

 “All of us have sinned and fallen short of God’s glory. But God treats us much better than we deserve, and because of Christ Jesus, he freely accepts us and sets us free from our sins.” (Romans 3:23-24 CEV)

 

默想禱告: 自十一月二十一日奧巴馬總統簽署行政命令Executive Order以來, 舉國沸騰, 更引起超過一千萬非法移民各族裔紛紛揚揚的討論, 人人翹首以待, 在細則尚未公佈以先,  每個人都已經懷抱著無限美好的憧憬。

 

想起當年1986年, 我被芝加哥移民局局長招攬進入移民局工作, 正藉雷根總統與國會合作通過IRCA「移民改革法案」, 是透過正式立法程序而達成的「大赦」,據統計當時約有300萬人申請,。

 

27 年後今天, 類似的情形又再出現, 不過這次是總統的行政命令Executive Order, 絕對不是 “大赦” 拿綠卡, 連奧巴馬總統也是如此說。「法案 Act」是經過國會下議院和參議院投票通過, 由統最後簽署成為法律, 是美國憲法規定的常規性立法程序。

 

總統的行政命令雖然亦具有充分的法律效力,以憲法賦予總統的自行裁量權為依據。總統行政命令固然會持續有效,但也有逾期失效或被新一任總統撤銷的可能。只有美國最高法院(US Supreme Court) 才可推翻現行的總統行政命令,這種情形甚為罕見。

 

特別現今共和黨中期選舉後大佔優勢, 明年一月後兩院議員人數將超過民主黨, 所以會想盡辦法以各種方式阻擋行政命令的推行, 萬一2016總統大選選出一位共和黨的新總統, 那剛由奧巴馬總統簽訂的行政命令被撤銷的可能性就會大大提高。

 

這次行政命令的受惠者並非那樣普及,因為命令並非賦予非法移民合法身分,如綠卡等永久居留權,也不是讓他們享受各項社會福利,而只是讓他們暫時留在美國合法打工而不被遞解。

 

其 實這種不被遞解的作法移民局一直都在做,稱為「斟情裁量權」Prosecutorial Discretion, 但都是以個别特殊案情作出斟酌, 不是普遍應用; 而這次行政命令幾乎是把斟情裁量權無限擴展,運用在五百多萬的非法移民身上,要求條件肯定會比較寬鬆。符合條件的申請人相信可以拿到工作卡和社會安全號 碼, 也可以出國探親, 但還不是合法移民身份。

 

然而這些小恩小惠也並非全無條件。我因此相信為了達到資格要求, 肯定會有不少人鋌而走險地進行詐騙、偽造入境日期証件、親屬關係証明、工作狀況等違法行為。

 

許多人為了獲得合法身份, 不惜使用非正途方式一假再假, 一犯再犯, 仍然脫離不了違法的困局。唯有法律範疇的「大赦」才能對非法居留者以往所觸犯的法例一筆勾銷, 既往不究。

 

默想到此, 我心中才驀然醒覺原來世上的每一個人, 其實更需要另一種徹底的「大赦」。 

 

「因為世人都犯了罪,虧缺了神的榮耀…」而祇有知罪、認罪悔改, 相信主耶穌的人才有被上帝大赦的可能。

指出世人所犯的罪是何等的真確詳盡, 不單是指行為上的罪, 也包括了心靈上, 思想動機層面的過犯,使我們無可推諉。

 

但 神卻不以我們的過犯報應我們, 因為「耶和華有憐憫,有恩典,不輕易發怒,且有豐盛的慈愛。他不長久責備,也不永遠懷怒。他沒有按我們的罪過待我們,也沒有照我們的罪孽報應我們。天離地 何等的高,他的慈愛向敬畏他的人也是何等的大!東離西有多遠,他叫我們的過犯離我們也有多遠! 」詩篇103:8-12「主啊,你本為良善,樂意饒恕人,有豐盛的慈愛賜給凡求告你的人。」詩篇 86:5

 

因基督的緣故,神赦免我們的罪。一次赦免,就永遠赦免,我們因接受主耶穌,全部的罪都得以解決了。

 

這才是人生命極其需要的「大赦」, 不然只拿到地上短暫的合法身份, 卻勞碌愁煩虛度一生, 背負一輩子的罪悪過犯, 且與神永恆不朽的國度無分, 晚景是何等的悲涼!

 

求主賜我們一顆智慧的心, 把「白白稱義」的好消息傳給人, 讓人明白主耶穌已經為世人付上極重的代價, 我們的罪因此得到赦免, 得以進入聖潔榮耀的國度, 感恩禱告奉主耶穌聖名, 阿們。(陳熾弟兄分享-紐約法拉盛)

 

Meditation & Prayer: Since the signing of the Executive Order, granting what amounts to about 5 million illegal immigrants working permits and stay of deportation, the country is split between approval and outright disgust.

One thing is certain that this Executive Order should not be compared to the 1986 IRCA Legalization program passed by Congress during the Reagan Administration.

This is not amnesty.

It is more or less an extended application of the prosecutorial discretion toward 11 million illegal immigrants. Qualifying applicants at best will be issued employment authorization, advance parole to travel and withholding deportation proceeding, but definitely will not receive an instant green card, or any form of social benefit. Even that, controversies have risen to the highest level due to mistrust of the government.

Amnesty is a complete pardoning action with no strings attached, except convicted felons. But any kind of reprieve like this Executive Order has elevated so much excitement among the immigrant communities, where millions of people hidden in the shadow for decades, could very likely obtain a new, temporary, transitional identity. 

But my thoughts suddenly venture into a spiritual realm as I meditate on God’s forgiveness of our sins-a genuine pardon of all our transgressions through the sacrifice of our Lord Jesus Christ, he freely accepts us and sets us free. We don’t need to pay a dime for it; every misdeed and wicked thought is absolved unconditionally!!

Yet the Scriptures continue to remind me who our God is as he manifests his character throughout history: “The Lord is merciful! He is kind and patient, and his love never fails. The Lord won’t always be angry and point out our sins; he doesn’t punish us as our sins deserve. How great is God’s love for all

who worship him? Greater than the distance between heaven and earth! How far has the Lord taken our sins from us? Farther than the distance from east to west!”

 

“You willingly forgive, and your love is always there for those who pray to you.” Psalms 86:5

 

The world needs to hear this forgiving, loving message that in Jesus, we obtain a new identity to inherit his kingdom!

 

The Executive Order is only a temporary fix, people still feel hopeless without a real purpose in life. The burden of sin is too heavy to bear, unless they allow Jesus to carry their burden by trusting in Him and accepts him as personal savior.
